As announced in the 2025 Policy Address and the 2026-27 Budget, the Government will roll out a host of enhancement measures for the Dedicated Fund on Branding, Upgrading and Domestic Sales (BUD Fund), including:
(a) expansion of the geographical scope of the BUD Fund to cover Saudi Arabia, Bangladesh, Egypt, Hungary, Pakistan, Kazakhstan, Mongolia and Brazil for general BUD and Easy BUD applications;
(b) increasing the funding ceiling per "Easy BUD" application to $150,000; and
(c) providing more targeted funding support for enterprises to implement BUD Fund projects which involve artificial intelligence (AI) elements.
The Government plans to introduce the above-mentioned enhancement measures in June 2026, and would further announce details on this website in due course.
The Second Agreement Concerning Amendment to the Agreement on Trade in Services of the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA Amendment Agreement II) signed between the Mainland and Hong Kong has been implemented since March 2025. The new Agreement introduces new liberalisation measures across a number of services sectors where Hong Kong enjoys competitive advantages, such as telecommunications and tourism services, etc., thereby opening up greater room and providing facilitation for Hong Kong service suppliers and professionals to develop businesses in the Mainland. At the same time, the new Agreement also includes addition of “allowing Hong Kong-invested enterprises to adopt Hong Kong law” and “allowing Hong Kong-invested enterprises to choose for arbitration to be seated in Hong Kong” as facilitation measures for Hong Kong investors.
