Support for SMEs

To promote the recovery and recycling of waste by facilitating the upgrading of the operational capabilities and efficiency of the recycling industry for sustainable development in order to achieve the policy objectives of waste reduction in Hong Kong as pledged in the "Hong Kong: Blueprint for Sustainable Use of Resources 2013-2022" and to address some of the bottlenecks/constraints in the recycling industry. 

Recycling Fund comprises two programmes, namely Enterprise Support Programme and Industry Support Programme.

Enterprise Support Programme

• To provide matching funds for the projects to enhance the recycling value added chain covering source separation, collection, transportation, processing, product improvement, commercialisation, marketing and sales of recycled products made from recyclables. Funding may also be provided for the training of staff to run the enhanced operation.
• Funding Amount: HKD15,000,000 or 50% of the total approved project cost per application, whichever is the less
• Funding Limits Per Enterprise: 10 approved projects at maximum with cumulative funding ceiling of HKD15,000,000
• Project Duration: At least 1 year and should be completed within 4 years

Enterprise Support Programme - Standard Project

• To provide targeted assistance to facilitate SMEs to upgrade their operation efficiency and enhance their capability.
• Funding Amount: HKD1,000,000 or 50% of the approved total project expenditure per application, whichever is the less
• Project Duration: Within 1 year

Enterprise Support Programme - Relocation Rental Support Project

• To provide targeted assistance to facilitate recyclers to upgrade their operation efficiency and enhance their capability in industrial premises.
• Funding Amount: HKD15,000,000 or 50% of the total approved project cost per application, whichever is the less
• Project Duration: Within 4 years

Enterprise Support Programme - Solicitation Themes

• In response to the needs and development trend of the recycling industry, theme-based schemes are introduced under the Recycling Fund to facilitate the industry to upgrade its operational capabilities and efficiency for sustainable development. Please visit the official website for details.

Industry Support Programme

• To subsidise non-profit making projects for enhancing the operational standards and productivity of the industry, including upgrading the skills and safety of incumbent and potential employees of the local recycling industry and/or expanding its potential workforce, as well as certification and accreditation of recycling operations, etc.
• Funding Amount: HKD15,000,000 or up to 100% of approved expenditure items per project, whichever is the less

Industry Support Programme - Solicitation Theme

• In response to the needs and development trend of the recycling industry, theme-based schemes are introduced under the Recycling Fund to facilitate the industry to upgrade its operational capabilities and efficiency for sustainable development. Please visit the official website for details.

Enterprise Support Programme

• Any enterprise duly established, incorporated and registered under the laws of Hong Kong or its place of incorporation with a valid business registration certificate issued under the Business Registration Ordinance (Cap. 310) for carrying on a business in Hong Kong. Applicant should have been involved in recycling related operation with a proven track record for at least 1 year before submitting an application to the Recycling Fund.
• Bodies and organisations with close connection to the recycling industry including property management companies and owners’ corporations registered under the Building Management Ordinance (Cap. 344).

Industry Support Programme

• Non-profit-distributing organisations operating as support organisations, trade and industrial organisations, professional bodies or research institutes, which shall either be statutory organisations or organisations registered under the laws of the Hong Kong Special Administrative Region, are eligible to apply. 

• Applications are accepted all the year around. 
• Applicants shall send the completed application form together with copies of the required supporting documents to the Secretariat in person or by post (Address: HKPC Building, 78 Tat Chee Avenue, Kowloon, Hong Kong). If the application is submitted in person, the applicant shall put the application form and supporting documents into an envelope addressing to "Recycling Fund Secretariat" and submit to the Reception Counter at G/F of the HKPC Building. The applicant may submit the softcopy of the application form and copies of the supporting documents to the Secretariat by email to enquiry@recyclingfund.hk.
