To facilitate public and private sectors to kick start their carbon management, the Environmental Protection Department (EPD) has compiled a set of carbon management guidebooks to serve as step-by-step reference for building up the capability of carbon auditing, and promoting carbon management best practices. For instance, the “Guide to Low Carbon Office” introduces know-how of carbon audit and sets out the major steps of conducting a basic carbon audit for office-based operations and also illustrates a wide range of measures to facilitate office managers to reduce carbon emissions and to save operation cost.
Being a service economy without any major energy-intensive industries, electricity generation is the major source of greenhouse gas emissions in Hong Kong, accounting for over 60% of the total local emissions. Among various end uses of electricity, buildings account for some 89% in Hong Kong. To reduce greenhouse gas emissions arising from electricity consumption in buildings, the EPD and the Electrical and Mechanical Services Department (EMSD) have drawn up a set of "Guidelines to Account for and Report on Greenhouse Gas Emissions and Removals for Buildings (Commercial, Residential or Institutional Purposes) in Hong Kong". Scopes of emissions (direct and indirect) and removals mentioned in the Guidelines are defined in accordance with the international reporting framework published by the World Resources Institute (WRI) / World Business Council for Sustainable Development (WBCSD).
