The Hong Kong Green Organisation Certification (HKGOC) is led by the Environmental Campaign Committee alongside the Environment and Ecology Bureau and in conjunction with nine organisations, in alphabetical order, the Advisory Council on the Environment, the Business Environment Council, the Chinese General Chamber of Commerce, the Chinese Manufacturers' Association of Hong Kong, the Federation of Hong Kong Industries, the Hong Kong Chinese Importers' & Exporters' Association, the Hong Kong Council of Social Service, the Hong Kong General Chamber of Commerce and the Hong Kong Productivity Council.  The HKGOC aims to benchmark green organisations with substantial achievements in green management, to encourage participants to adopt environmental practices in different aspects and to recognise their efforts and commitments to the environment. 

HKGOC has published a List of Qualified Service Providers on its website to facilitate the participants of HKGOC's Carbon Reduction Certificate to choose Qualified Service Providers for conducting the carbon footprint verification under the Certificate. The List is generally a directory of service providers who have self-declared to meet the criteria as Qualified Service Providers. The Hong Kong General Chamber of Commerce launched on 14 March 2025 "Green360", a data-driven environmental, social, and governance (ESG) assessment and engagement platform that leverages cutting-edge AI technologies.  It is designed to empower both corporates and SMEs in their journey toward sustainable practices, offering a seamless integration of ESG solutions tailored to meet their unique needs.  Green360 offers a comprehensive two-part assessment and education process that integrates AI-driven ESG auditing and reporting with a strong educational framework.  The first component fastGREEN feature allows companies to conduct self-assessments aligned with ESG reporting frameworks that comply with Hong Kong Exchanges and Clearing Limited (HKEX) requirements.  The second component emphasises course completion via the GreenMasters platform, where organisations can participate in educational programmes focused on sustainable development goals (SDGs), enterprise sustainability, and ESG reporting.

The Hong Kong Quality Assurance Agency launched the ESG Connect Program to promote sustainable environmental, social and governance (ESG) development, and encourage businesses to adopt ESG initiatives and disclose progress on ESG, carbon action, climate response, and to become CBAM-ready.

The Hong Kong Productivity Council's Carbon Neutrality and Comprehensive Carbon Management service provides tailor-made carbon management consultancy services to help companies set viable carbon reduction targets and programmes, and to capture and explore low-carbon business opportunities.  One-stop services are provided to support companies to migrate to green economy and progress towards carbon neutrality.  Services include corporate carbon footprint advisory, product carbon footprint advisory, greenhouse gas emission validation and verification, carbon audit, product carbon footprinting, formulate carbon neutrality roadmap and long-term target, science-based target initiative (SBTi) support and planning, climate change risk assessment (e.g. TCFD) and planning, etc.

Through the Hong Kong Productivity Council's Green Procurement service, companies not only can reduce the environmental impact when purchasing products and services, but also can comply with environmental regulations, enhance green images and increase competitiveness.

The Hong Kong Productivity Council's Eco-Design & Manufacturing Consultancy Service is designed to enhance product development and manufacturing operations through benchmarking the best-in-class international/national eco-design and manufacturing systems; as well as to assist the industry to meet relevant international/national standards related to restricted and controlled substances.  It also assists industry diversification and meets immediate customer requirements through implementing industry-specific green design and manufacturing requirements, value-added green assessment and green auditing.

The Hong Kong Trade Development Council's Transformation Sandbox (T-box) is a SME support programme that helps SMEs enhance their businesses' competitiveness and achieve transformation goals in the areas of branding, digital transformation, manufacturing and supply chain solutions, new markets and sustainability.  To help businesses capture the latest sustainability opportunities, T-box recently set up a new environmental, social, and governance (ESG) support stream, offering programmes to help integrate ESG practices into businesses and achieve their  sustainability transformation goals.

Carbon Audit

The Construction Industry Council (CIC) and the Hong Kong Green Building Council maintain a List of Certified Carbon Auditor on their CIC Green Product Certification thematic website.  A Certified Carbon Auditor (CCA) is an individual who is qualified to conduct carbon footprint of products (CFP) quantification and reporting for a particular product category under the CIC Green Product Certification Scheme.

CMA Testing provides tailor-made carbon auditing service for companies, as well as other tools for the sustainability and carbon management.

The Hong Kong Institution of Certified Auditors (HKICA)'s Greenhouse Gas (GHG) Carbon Auditor Certification Scheme  provides certification bodies, verification/validation bodies, and stakeholders with a competency reference for greenhouse gas practitioners.  It is a recognition of the professional status of greenhouse gas carbon auditors and sets a clear certification criteria for registration.  It sets out the expertise, skills and competency requirements for GHG carbon auditors which enhance the credibility of GHG carbon audits in the verification/validation process and ESG reporting.  The scheme does not identify the areas in which the personnel's technical competencies apply.  There are two auditor grades that greenhouse gas practitioners can apply for, namely HKICA certified GHG carbon auditor and HKICA registered GHG carbon auditor.

The HKICA maintains a database of HKICA registered / certified GHG carbon auditors on its website.

Hong Kong Accreditation Service provides accreditation for laboratories, certification bodies and inspection bodies located in Hong Kong through various scheme, including Hong Kong Certification Body Accreditation Scheme (HKCAS) which offers accreditation to validation and verification bodies for greenhouse gas validation and verification.

CMA Testing launched "Hong Kong Carbon Footprint" certification scheme for Hong Kong companies, especially SMEs, in 2015.  Under the scheme, CMA Testing will provide assistance to participating companies in calculating and auditing the carbon reduction rate of their environmental protection projects and issue certificate and label to them.

The "ESG Pledge Scheme" was launched in 2022 to strengthen the concern of sustainable development.  Enterprises and organisations are encouraged to sign the pledge and implement action plans to improve their environmental, social and governance (ESG) performance.

The Chinese Manufacturers' Association of Hong Kong launched the "Hong Kong ESG Awards" in 2023 to recognise Hong Kong companies that have made strenuous efforts and attained remarkable achievement in advancing ESG (Environmental Performance, Social Responsibility and Corporate Governance), with an aim to encourage Hong Kong industries to uphold sustainable development, operate business with a responsible attitude, and create long-term value for the economy, society and ecological environment.

The Hong Kong General Chamber of Small and Medium Business added a "ESG Leading Enterprise Award" to its "SME Award" in 2023 to encourage companies to engage in environmental, social and governance (ESG) and demonstrate their determination to support sustainable development, establishing an image as a leader in actively promoting and practicing ESG.

The Hong Kong Small and Medium Enterprises Association piloted the "ESG Charter for SME Support" initiative in 2023 and launched the "SME ESG Charter" in April 2024 to promote the understanding and early adoption of environmental, social and governance (ESG) principles by local SMEs and encourage SMEs to embrace ESG principles in their day-to-day operations and business governance, and helps to strengthen their operational efficiency and business competitiveness as they embark on their future sustainable development.
